European Study
This folder contains the national reports of the ePortfolio European Study coordinated by EIfEL as well as relevant documents. National reports are in the national language with an excutives summary in English
- ePortfolio Study France (EN)
- France has a relatively low, but growing degree of awareness of ePortfolios, which to date has been more the result of a grass-roots movement than of policy initiatives led by public authorities as part of an eStrategy for learning. As far as policy is concerned, no plans have yet been announced to develop an eStrategy in general or for learning in particular. In this respect, of course, France is no different from the majority of Member States. The potential for the use of the ePortfolio in France will only be fully realised in the context of significant changes in the policy and practice of education and personal and professional development in France. Analysis of the current French education and training system reveals a surprisingly low level of participation in lifelong learning activities; extreme inequality between qualified and unqualified workers as well as between those working in large companies and SMEs, and relatively low literacy levels among young people.
- ePortfolio Study Germany (DE)
- The e-portfolio community in Germany is not as visible, vivid, and sustainable as it is for instance in United Kingdom or Austria. There is no policy support by public authorities at the federal or regional level. Activities are limited to local research, to development of proprietary e-portfolio solutions, and to pilot studies. In the context of this investigation, the identification of e-portfolio activities as well as of e-portfolio researchers, developers, and users turned out to be a successful achievement. Because the community is not in high gear, no e-portfolio portal or community platform has been set up. Some researchers maintain a (private) weblog or contribute to an online platform run by their department. Despite of this fact, there exists a German-speaking community Portfolio-Schule (Germany, Austria, and Suisse) of pedagogy researches and teachers who investigate the application of paper-based portfolios at school.
- ePortfolio UK Study (EN)
- The UK has a strong tradition in personal development planning, progress files and competence development. Since the 1990es projects have been undertaken to investigate the use of information and communication technologies to support these traditions. This has led to projects at all levels of the education system, in transition from secondary to further and tertiary education, in competence development, especially in the health and medical areas and in teacher development. The following paragraphs provide references to projects for illustration. Many further projects not named here have been conducted. ePortfolio projects are by nature complex and combine many aspects.
- ePortfolio Study Sweden (EN)
- The following report is part of the European study on e-portfolio readiness initiated by the European Institute for eLearning EIFEL and is intended to give a descriptive picture of initiatives regarding e-portfolios and initiatives related to e-portfolios. The report begins with an overview of the education system, employment policy and IT development in Sweden and then continues with practical examples from national, regional and municipal levels, from, above all, adult education. The report does not claim to give a complete picture of all of the developments regarding e-portfolios in Sweden, but rather a selection of examples that seem relevant to the purpose of shedding light on an area that is expanding and dynamic.
- ePortfolio Study Sweden (S)
- ePortfolio Study Norway (NO)
- Information and communication technology is widespread all over Norway in general, and particularly in the education sector. The governmental policy in recent years has been rather ambitious in order to increase the use of ICT. The ambition of today’s government is stated in the Government “Soria Moria” declaration: “Norway is to be one of the first states in the world to implement and develop electronic communications. The government increases the ambitions for broadband implementation… All households and private and public enterprises are going to have access to a broadband net at same price all over the country.”
- ePortfolio in Austria (DE)
